Thesis:

Integration of Technology is often overlooked when acquiring technology. This shortsightedness can have a severe impact upon the plans of education, government, business, and the community.

Example #1:

A Milwaukee Area high school receives a major grant to buy computers. They arrive, but they cannot be plugged in because the electrical power is not adequate. By the time a power upgrade program is undertaken, the computers are obsolete.

Example #2:

A Wisconsin trade organization decides to upgrade their telephone system. The project is given to the accounting department. The decision to purchase is based upon bottom-line capital costs, and the Information Technology Department is not consulted. Consequently, separate capacity is obtained for voice traffic and computer traffic, with recurring charges, which far exceed that which would be the case if usage were consolidated.

Example #3:

A computer network is set up to interconnect several Wisconsin libraries. The hardware and software is installed, but the training process does not consider how the existing manual system would be changed to the computer-based system. The network is therefore unused.

Example #4:

A state communications agency operates a statewide network. Separate pathways are used to carry and switch video, data, and voice signals, tripling the cost of the network.

Example #5:

A college IT director sabotaged a computer initiative, because she feared a loss of control over computer equipment.
