United States Army Reserve:

Along with partnering firm Hezel Associates, Evans Associates worked with the United States Army Reserve to determine the most cost-effective and efficient method of offering program training at the battalion level. An apparent "conundrum" was identified concerning the applicability of satellite transmission of courses compared to wide-area terrestrial delivered computer based training. Against the background of these ongoing investigations, an environmental scan was conducted of both terrestrial and satellite methods of distance education delivery; a survey was completed on the existing resources. The findings recommended that a carefully selected technology mix be employed. This determination was made by balancing cost, reliability, and expandability. Resources required to implement these recommendations were summarized as well as specifications for equipment and services.
